multEE - Facilitating multi-level governance for Energy Efficiency
multEE is a Horizon 2020 project that aims to improve the consistency and quality of energy efficiency policy planning and implementation through the introduction of innovative monitoring and verification (M&V) schemes, as well as through the improvement of vertical coordination between different administrative levels.
The project tackles two specific issues: a lack of reliable data on energy efficiency measures and their results, and the imperative enhancement of multi-level governance of energy efficiency. First of all, an innovative Monitoring and Verification Platform (MVP) has recently been developed to help countries monitor CO2 emissions, energy savings and costs of the individual measures across all administrative levels. In parallel, the project is developing proposals to improve vertical and horizontal coordination in the different countries. Coordination mechanisms are formal and informal procedures that allow effective communication and cooperation between and among the national, regional and local level.
Led by GIZ, the multEE consortium brings together 10 partners from 9 European countries.
